But Moore insists he would not agree to such terms, preferring instead for players to earn their place on merit.
Nor does he believe there is a need to do so at Rovers, with the club in demand as a loan destination.
“You can’t have that because what we promote is equality for all the players,” Moore told the Free Press.

“And also they have the opportunity to play League One football in a good team, in a good arena.
“We’re a club now where this season clubs have wanted to send players to us.
“We want to be able to attract the big clubs to entrust us with their talented players. It’s great for us as a football club. It puts us on the map in terms of what we’re doing here.

“It’s not credit to just me but to everyone - supporters included - that we’re setting an environment here where clubs are looking to us to send their young star players to nurture and develop.
“At the same time, they have to come of age because they’re brought into a team and playing on the front line in a competitive League One and we’re expected to get results.
“Thus far all of the loans that we’ve taken in have had to hit the ground running.

Moore says he would have a simple response to any club demanding their player feature while on loan - thanks but no thanks.
“I don’t think it’s the right agreement to have at any level,” he said.
“If clubs want their players to play, I understand it, but it’s not the right club for them to come here.

“It’s a level playing field here and players need to have to earn the right to play football.
“I wouldn’t want to be entering into any agreement like that.”
